Group plans war crimes tribunal for Syrian combatants | The Times of Israel

A group of international war crimes experts is calling for the creation of a special tribunal in the Syrian capital to try any top-ranking officials, soldiers or rebels who may have committed atrocities during the country’s civil war.
Professor Michael Scharf of Case Western Reserve University, acting as spokesman, showed The Associated Press a copy of the draft statutes that have been quietly under development for nearly two years. They could serve as a template for such a tribunal after the civil war ends.
He said Friday that US diplomats also have copies of the 30-page document, and are sympathetic to the idea of a Syrian war crimes court.
“We believe it’s playing a role in closed-door discussions throughout the US government,” Scharf said.......

Israel has been “absolutely certain” for many months — long before the alleged August 21 chemical weapons attack that prompted the current Syria crisis — that President Bashar Assad was using chemical weapons in the civil war, the Israeli army’s top intelligence analyst said in an interview broadcast Saturday.
Brig. Gen. Defecting Syrian chemical doctor blames regime for chemical attacks

A defecting doctor from Syria’s chemical weapon program gave a press conference on Tuesday to present evidence on the Bashar al-Assad’s regime use of chemical weapons in Aleppo.
“I have witnessed cold blooded massacres [committed by the Syrian regime], and I coordinated with the rebels and documented these crimes before defecting in August 2013,” Dr. Abdel Tawwab Shahrour, the head of the Chemical Weapons Unit's Forensic Medical Committee in the Aleppo district, said in the press conference.
“We conducted tests on more than four thousand victims and prepared a file that contains the results we found that were submitted to the [Syrian] judiciary, while I kept another copy for myself..............”

NBC NewsMore than 2 million Syrians have poured into neighboring countries as refugees, the United Nations revealed on Tuesday.
Around 5,000 people per day are fleeing the three-year conflict, which the U.N. says has already claimed over 100,000 lives.

“Syria has become the great tragedy of this century -- a disgraceful humanitarian calamity with suffering and displacement unparalleled in recent history,” said António Guterres, the U.N.’s high commissioner responsible for refugees.
The crisis has dramatically worsened in recent months, according to the U.N.'s refugee agency.

The report will be presented to lawmakers on Monday as part of a government effort to win domestic support for a planned military action against the Syrian regime.
“This poses a major threat to national and global security,” a government source told Reuters.
The intelligence includes satellite imagery showing the attacks coming from government-controlled areas to the east and west of Damascus and targeting rebel-held zones.
The source said Assad’s forces had since bombed the areas to wipe out evidence.
“Unlike previous attacks that used small amounts of chemicals and were aimed at terrorizing people, this attack was tactical and aimed at regaining territory,” the source said................

Ann Curry – NBC Exclusive: Interview with Syrian doctor on front lines of suspected chemical attack

Today, a Syrian doctor who treated hundreds of people in Wednesday's attack on the outskirts of Damascus, told us area hospitals have counted 10,220 people affected, and of those 1,466 people died.
We have independently verified the identity of the doctor, but are honoring his request not to publish his name, nor the hospital where he works, because he fears that would endanger the safety of his loved ones.

Even our interview, shot via Skype, does not show his face, though it does reveal his trauma over what he has seen:
Syrian doctor: "To kill 1,466 persons at 3 am? What is it? The symptoms belong to chemical weapons." Ann: "What were their symptoms?"
Doctor: "Confusion, coma, convulsion."
Ann: "Are you saying children were the first to be affected in this attack?"
Doctor: "Yes. They have small bodies. This is the reason the percentage of children is higher." (continued)

Discovery
It is already one of the defining images of the Syrian civil war: a line of bodies at neatly spaced intervals lying on a river bed in the heart of Syria’s second city Aleppo. All 110 victims have been shot in the head, their hands bound with plastic ties behind their back. Their brutal execution only became apparent when the winter high waters of the Queiq river, which courses through the no man’s land between the opposition-held east of the city and the regime-held west, subsided in January.........

Syrian government using militias for mass killings: U.N. report - Alarabiya.net English | Front Page

Syrian militias, known as Popular Committees, are being used by the Syrian government to commit mass killings which are at times sectarian in nature, U.N. human rights investigators said on Monday.
“In a disturbing and dangerous trend, mass killings allegedly perpetrated by Popular Committees have at times taken on sectarian overtones,” the U.N. commission of inquiry on Syria, led by Brazilian Paulo Pinheiro, said in its latest report to the U.N. Human Rights Council in Geneva.
The uprising in Syria erupted two years ago with largely peaceful protests but escalated into a civil war pitting mainly Sunni Muslim rebels against President Bashar al-Assad, whose Alawite faith is an offshoot of Shi’ite Islam.
The investigators, who cited accounts from witnesses and victims, also said people were being harassed or arrested by the committees because they came from regions perceived as being supportive of the uprising..........
